Chappell pinpointed Pakistan and the West Indies as teams to be considered threats.
Pakistan and the West Indies are ranked seventh and eighth respectively in the ODI standings.
"Pakistan, even the West Indies, I don't think you can write off in these conditions because they'll have good pace bowling."
Chappell, who coached India from 2005 to 2007, also said the favourites were well-placed ahead of the tournament starting on Saturday, Sportal.com reported.
"I think Australia will be well-prepared, probably as well-prepared as anyone else," the Cricket Australia national talent manager said.
"South Africa I think will be pretty well-prepared and will be disciplined and will do what needs to be done and has the attack for the conditions.
"New Zealand can't be underrated. They're putting a good team together at the moment and because they'll be playing in their own backyard, gives them a little bit of an advantage over some of the teams."
