racism is a vague ambiguous term, as is racist. their are many definitions and forms of racism/racists.
but you have your own definition and i would agree with you that to deny someone their civil and human rights ((BASED THEIR RACE))  is infact a form of racism.

i do not see that as racist but it can be offensive depending on the context and if someone means it to be hurtful it could be seen by some as racist.
all the things people talk about is discrimination. racist discrimination is the idea that someone should be discriminated against based on their racial background and yes a minority can discriminate they have that power even if they are poor.
if you attack someone and harm them, physical attack, verbal, deny them a job based on their skin color, minorities have this ability black, white, asian, in any place in any country.

how did one link a monkey to black ppl equals a racist statement or comment?

i call my brother an idiot monkey...bc hes not black does that mean its not racist?
