Steve Bucknor..
SL and Indians still will rue over the decisions he had given especially against Tendulkar..Cant seem to remember when and which match though.
Oh wait..Darell hair as well..Remember when an ICC board meeting discussed his actions in a Test match between Pakistan and England earlier , like 2007 something and then it was decided he should not umpire matches involving the test playing nations.Some people still say he had a racial bias, especially against the Asians.

A lot of the usual suspects have already been mentioned but Shakoor Rana also deserves to be included on this list. A shockingly poor umpire that ultimately lead to neutral Test umpires.

Here is a short note on what happened..
The incident occurred when Gatting moved Capel up from deep square leg to prevent a single. He had, he said later, told the batsman, Salim Malik, what he was doing. However, as Hemmings came in to bowl, Gatting signalled to Capel that he had come close enough, whereupon Shakoor Rana, standing at square leg, stopped play to inform Malik of Capel's position. Shakoor claimed that Gatting had been unfairly moving the fielder behind the batsman's back. Gatting informed the umpire that he was, in his opinion, overstepping his bounds. The language employed throughout the discourse was basic.

There was a lot more to it than just that incident. Shakoor Rana actually wore a Pakistani cap and sweater during the match and gave a number of really poor decisions in favour of Pakistan, including giving Gatting out lbw almost before the ball had even hit his pad and refusing to give Pakistan batsman out lbw. He also caused a major incident with Jeremy Coney of New Zealand in 1984 with similar actions.

Maybe that is why they later on brought the neutral umpire theory.
Modern days viewers have the advantage of TV replays, & are better equipped to scrutinise each & every move of the umpire. That is why the umpire is blamed every time.
DIlly..Only after this row,that they brought out neutral umpire concept right..If i remember correct..2001 ?

The first two neutral umpires to stand in a Test match came in 1986 when Indian umpires VK Ramaswamy and Piloo Reporter stood in the second Test match between
Pakistan and West Indies
in Lahore. English umpires John Hampshire and John Holder umpired Pakistan's home series against India in 1989-90.
One neutral umpire per Test was appointed on an experimental basis in 1992, with the concept fully adopted two years later. The natural progression to two neutrals was eventually made in 2002, starting with India's tour of the West Indies; Asoka de Silva (a shocking umpire in his own right and deserving to be included in this list) and Daryl Harper were given the honours.
