Would be interesting to know just how well WI bowlers performed overall with the 'Burra' Harper days and after .......... as opposed to previous 'Dukes' Victory Days... but those players were doing County Cricket with a Dukes ball in England and Windies !!!

During the Harper era, West Indies bowling average was 33.00. From 2003 to 2010, the era in which I believe the West Indies still used the kookaburra (please correct me if I am wrong on this), their bowling average was 43.00. From 2011 until now, they averaged 34.42.
From 1980-1989, bowling average : 25.96
From 1990-1999, bowling average: 29.37
I was unable to find strike rates in order to compare them but will keep digging and see if I can come up with anything more.

Despite trawling through the usual websites that provide customised stats, I was unable to find any that offer the ability to find team strike rates for select periods of times. However, I was able to sort by individual bowling strike rates over these periods. It's not quite what I was hoping for, but better than nothing.
The first graphic shows the strike rates for bowlers using the kookaburra between 2003-2010:
The second graphic shows the strike rates for bowlers using the duke ball from 2011 to date:
Minimum criteria is 5 wickets taken. Overall, bowlers with the duke ball have had more success. With the kookaburra, 10 bowlers had a strike rate under 80 in 7 years, whereas 14 bowlers have a strike rate under 80 in just under 4 years with the duke ball.
