Why was the Jamaica tallawahs not entered fo champions league?

I am curious to know the reasons why the JT was never entered for the champions league when they won the cpl last year? How is it that Barbados won this year and is sent to play? Why was Jamaica never sent this year then? Someone please explain the reason for this.
