Relegation AND Promotion system starting with :
Top 5 versus bottom 5..
Somehow , Ireland and Afghanistan can expand the pool to 12 Teams

I support the tier system and the sooner the better. However I think there should be one for the different formats but my Test tier based on teh current ranking is (not in ranking order)
1. England
2. South Africa
3. Australia
4. India
5. Pakistan
6. Sri Lanka
1. Afghanistan
2. Bangladesh
3. Ireland
4. New Zealand
5. West Indies
6. Zimbabwe

Err.. How did Bangladesh got "tumble dry" by WI? They had upperhand for a good share of the match before Pollard took it away from them. Zimbabwe got pwned, BD let it slip.
Besides Bangladesh have recently consistently been beating teams in ODIs. They've won series vs WI and whitewashed NZ and drew a series vs SL away. Zim and BD are not comparable.
As for two tier system, in two minds about that.

A two tier system would be a great addition to the sport but the only thing is that most of the countries cannot survive without playing india, england or australia. Put these three in the first tier then how do the second tier teams survive? plus all the first tier teams continue to play each other and it just gets boring after a while.
