Ball tampering should be allowed since as far as I am concerned it don't make a whole lot of difference.
BUT what should happen is that the ball should NEVER be changed unless the stitching has opened up. Bowlers complaining about ball out of shape is pure foolishness and umpires checking roundness with special instrument.
During the current India/England test Holding say he nah care bout shape of ball. His only concern would be if the stitches came loose.

A fine of 75% of their match fee is not a strong enough deterrent, IMO. If the ICC really want to eliminate ball tampering from the game then suspensions need to be enforced not just fines.
