Billy, you say I "never offer a critique of the content of your links", but I do. Your brain just skirts over these critiques in order to protect the elaborate, fantasy world you've constructed.
Anyway, your latest link is about a bill that supposedly "lowered test standards”. Unfortunately the link your posted was a complete lie. A deeper look into the bill would reveal that only an introduction that was added in 2007 was removed; Oregon students still need to do the same number of credits in writing and math they ever did plus any standardized testing in their normal courses. As education spokesman Marc Siegal explains regarding this faux outrage: “Senate Bill 744 does not remove Oregon’s graduation requirements, and it certainly does not remove any requirements that Oregon students learn essential skills".
Oregon high school diplomas means exactly what they meant before. Students still have to demonstrate the same skills to pass their classes. The bill only prevents school boards from requiring proof of math/reading competency IF the student has already completed the corresponding class credits and ALREADY proven their competency is math/reading etc.

(2)(a) In order to receive a high school diploma from a school district or public charter school, a student must satisfy the requirements established by the State Board of Education and the school district or public charter school and, while in grades 9 through 12, must complete at least:

(2) Three credits of mathematics; and
(3) Four credits of English.
(4) Notwithstanding paragraph (a) of this subsection, the State Board of Education may not require a student who has successfully completed the credit requirements prescribed by paragraph (a) of this subsection or by rule of the board to demonstrate proficiency in any skill or academic content area.
