Guyana gov’t should probe Trotman role in Exxon deal – Global Witness

Without imputing any wrongdoing on his part, Global Witness today called for the Guyana Government to investigate the role of the Minister of Natural Resources, Raphael Trotman in the negotiation of the much criticized 2016 Production Sharing Agreement (PSA) with ExxonMobil.

The key finding of its report on Guyana’s oil sector issued today is that the poor 2016 deal could have cost this country as much as US$55b. The report said that Trotman did not serve as a strong advocate for the country, knew that Guyana had a strong negotiating position and had been advised by experts to seek more information before signing off on a deal

Global Witness calls on the Guyanese government to :

Renegotiate Exxon’s Stabroek license to get the revenues Guyana needs to build a strong economy
following the country’s Green State Development Strategy.

Ban all drilling and extraction in areas other than the 15 discoveries Exxon has made

to help fight the climate emergency.

Investigate the process by which the Stabroek license was negotiated.

Investigate officials and companies involved in the Kaieteur and Canje licenses to determine if

there were any irregularities in the awarding of those blocks.

The Government of Guyana yesterday said it had entered a “fair” agreement with an ExxonMobil subsidiary for the country’s first oil block and it rejected a report by anti-corruption watchdog Global Witness (GW) which said that inept negotiation of the 2016 Production Sharing Agreement (PSA) could have cost the country as much as US$55b.

Government yesterday defended its decision on the 2016 renegotiation of the Production Sharing Agreement (PSA) with ExxonMobil subsidiary Esso Exploration and Production Guyana Limited (EEPGL) and partners, saying it was in Guyana’s best interest.

In a centre page advertisement in yesterday’s Sunday Stabroek, government blasted a recent report from anti-corruption non-governmental organisation Global Witness, and said its actions were transparent and can withstand public scrutiny.

“The Government of Guyana believes in the sanctity of contracts and given all circumstances, sees no justification to the suggestion that the 2016 Petroleum Agreement is an improper contract,” the advertisement stated.

People’s Progressive Party/Civic (PPP/C) presidential candidate Irfaan Ali yesterday said that Region Three will undergo massive infrastructural transformation if he is elected to office.

He spoke of plans for a four-lane high-rise bridge across the Demerara River, the construction of a super highway, development of the waterfront and the establishment of a state-of-the-art medical health facility to a large crowd that congregated at Stewartville, West Coast Demerara. Some of those plans are already in train under the current government.

so on the way the oil official tie the string around 5 thousand dollars and put it in he brief case. with Trotman ih he government office things get tight...Trotman hard as tack. so the oil official get up to leave but before he leave he take out the money and pelt it quietly on the floor, past the des' an' Trotman ent see.

so when he get up and leavin' he pulling the money behind him. the money tie to the string come crawling across the floor and stop under Trotman nose..and tarry right deh

beep! he call in he secretary... got the forms and signed away..5 tous'n' disappeared into the nether regions of Trotman's capacious and vast pockets, never to be seen again
