Plans to reinvigorate Test cricket that were the most eye-catching and radical.
Accepting the diminishing returns of current bilateral series,
Richardson offered Test status to the likes of Nepal, Ireland and Afghanistan
but warned more established nations - notably West Indies -
that they could find themselves playing Division Two cricket
if they are unable to improve their red-ball form. .

I am in the midst of writing a piece on this that I will post on the forum in the coming days, but in short, my idea for the Test championship (if that is what it is to be called) looks something like this:
Two groups of 5.
Each series consists of 3 Test matches. Teams play 2 home series and 2 away series each year. That amounts to 12 Test matches a year. Teams are then able to schedule one additional series per year which would ensure that certain matchups (i.e. Eng/Aus, Ind/Pak, Aus/NZ, etc) will still continue even if teams are in separate divisions.
Teams get 3 points for winning a Test, 1 point for a draw, 0 for a loss. In order to reward teams that play for a win, you could also give the team that wins the 3 Test series a 2 point bonus. The league is played over two years for a maximum total of 88 points. Team that finishes bottom of Division One is relegated, team that finishes top of Division Two is promoted.
Based on the current rankings, the divisions would be as follows:
Division One:
Australia
India
Pakistan
England
New Zealand
Division Two:
South Africa
Sri Lanka
West Indies
Bangladesh
Zimbabwe

Kane Williamson, New Zealand's captain, has given lukewarm support for International Cricket Council's (ICC) proposed plan to start a two-tier structure in Test cricket by 2019. Earlier, David Richardson, ICC's chief executive, had stated that the existing format of 10 Test playing countries would likely be branched out, but divided into two divisions.
"I haven't heard a huge amount about that," Williamson told Fairfax Media in an interview on Saturday (June 4). "Naturally as a board, they're always looking to come up with ways that might continue to help the game grow. At the moment, they're doing a pretty good job and I'm sure they'll come up with a number of other ways or ideas they might look to employ."
Always tell someone how you feel because opportunities are lost in the blink of an eye but regret can last a lifetime.

Test cricket is in essence a series of friendlies played between different countries on an entirely random basis. There is no formal fixture lists, you don’t have to play each team home and away, in fact you don’t need to play a team you don’t want to at all. England have not played Zimbabwe in any format since 2007 and have not played a single Test match against them since 2003. In fact Zimbabwe, one of just ten teams that are allowed to play Tests, have had so few fixtures they aren’t even on the rankings table anymore. While there are numerous political issues that explain this, it does show that there is no compulsion to play against a team that you do not want to.
