The punishment doesn't go far enough and it may seem extreme, but one way to get these players in line is to start imposing lengthy bans on them aswell as cutting their wage packets.

Match bans are generally given for players with recurring punishments. I think if a players gets fined more than thrice in a season or something like that they get a ban. I have never seen people getting banned for just one offence.

That is correct, but if the ICC really wants to stop players showing dissent, intimidating umpires and questioning their decision, the only way to do this is to start handing out suspensions as it is clear that a slap on the wrist and a petty fine is no deterrent.
I'm guessing that Smith received a larger fine as he was captain and should set a better example, and while true, Hazlewood's actions on their own deserved the greater punishment. But again, its the ICC.

Ramdin posted his "Talk Nah" sign and was fined 20%! Hazlewood only fined 15% for cussing the 3rd ump!
