Not yet he hasn't. He has yet to be re-tested and cleared to play. He is scheduled to be re-tested in England next month.

I am feeling very happy that Narine's new action was found to be within the ICC stipulated limits. But we still have to see how effective he is with his new action. In the past bowlers whose actions were found suspect had to go through the extremely painful and frustrating process of remodelling their action, which is not easy to do at all since these guys would have been bowling like this since the start of their playing days. Recently Indian spinner Pragyan Ojha was also found guilty of bending beyond the stipulated limit of 15 degrees, bowling his balls at an angle of around 18 degrees. This is a very minor difference and he was easily able to correct it.
That Narine is an absolute beast in T20 cricket is indisputable, but with his new action he has not been able to replicate the success of previous years in the last season of the Indian Premier League. In the IPL seasons of 2012, 2013 and 2014, Narine took 24,22 and 21 wickets respectively at averages of 13.5,15.9 and 19.38. His economy in these seasons was 5.47,5.46 and 6.35, which are excellent by T20 standards. But in 2015 season he got just 7 wickets with his new action at 33.5 On top of that he was again banned from bowling, which means even his current action might not be foolproof and will be under scrutiny.
Like all mystery spinners he seem to have been worked out by batsmen, and batsmen are getting better and better at playing him. The conditions in India and the T20 format suit him, but it remains to be seen whether Narine can reinvent himself and continue to be force with all eyes trained upon him, looking at the slightest fault in his action
