Because unfortunately that was something that frequently happened with the WICB. Holding spoke about West Indian players often going on tour without signing contracts.
You would think that WIPA would have put a stop to this years ago and that the WICB would be professional enough to ensure that this did not happen.
Having said that a player can reasonably expect his remuneration to be at least no less than the previous tour he was on.
After the whole India fiasco it was quite amusing when the next tour rolled around the WICB put out a press release weeks before the tour saying that the players had their contracts and were expected to return them by a specific date.

I cannot remember the precise sequence of events but it is my understanding that as soon as the players got their contracts while on tour they expressed their dissatisfaction.
There was a lot of to and fro between the players and the board with the Indian board also getting involved at some point.
A simple solution would have been to give the players the SAME PAY that they were getting on their previous tour. This would only have pertained for the Indian tour.

Incorrect!!
The Union had the contracts! The players did not.
So in the eyes of the law, there was a signed contract before the tour.
How the Union chose to handle the matter was totally their fault!
From the Employer's point of view, there was a contact in place and the players went on tour.
Yes, Bravo did complain to the President of WICB that they were not given contracts, etc....but that was during the tour!!
The fact is that WIPA had negotiated into the laws that all negotiations on the behalf of the players must be between them (WIPA) and the board and the board could not negotiate directly with players.
Thus, the Bravo's complaint fell on deaf ears cause the board could no do anything!
Meanwhile, the WIPC president was silent but broke his silience to dispute the WI captain's story!!!
