Well if the umpires feel their action is illegal then report them regardless of which country they are from. It is really surprising still that only players from certain nations ever get reported for illegal action. Is it that the cricketing coaching is poor in those countries as compared to the top nations like Australia and India?

Senanayake got reported and banned too. He's Lankan and SL is at #3 in ODIs and #4 in tests.
I think it's rather about boards which are more "subservient" if anything - like an Indian or English bowler probably won't get scrutinized so easily.
