No two division in Tests, it seems. Cricket missing a chance to get some sort of structure. Short-termism and selfishness rules. Again

I would be curious to hear from the Zimbabwe cricket board as to why they voted against the two-tier system? Surely they have nothing to lose by agreeing to a two-tiered system as they don't play any of the big three now as it is and this would have at least guaranteed them regular Test matches.
Same goes for Bangladesh - they have played a grand total of nine Test matches over the last two years.
Ultimately, the BCCI gets what they want - keeping the Associates from gaining Test status and preventing a pooling of the TV revenue shares.

I don't understand why Zimbabwe would vote against it. I feel like the only thing it would do for them is help them.
