ICC obviously needs to assist in helping develop emerging teams like Ireland

Maybe one of the concessions that non-Test teams could be given is the ability for their players to play for a Test team without losing their eligibility for their home team. This would allow them to gain valuable Test experience without having to ditch their allegiance to their native country.
Really though the obvious solution is for more Test nations and some form of structured ranking to make sure games are between teams of roughly equal strength. I also love the idea of associate teams being entered into the domestic competitions of the top teams as a means of exposing them to tougher challenges. Richer nations could each mentor a nearby associate in this way. Eg India could mentor Afghanistan, Australia could mentor Malaysia, SA could mentor Kenya, England could mentor Netherlands etc.

When Kenya was on the ascendancy , there were no support from  the ICC .
I see no reason why the ICC should support Ireland now.

I am also an advocate of a 2 Tier system with Relegation and Promotion !

At some level the big teams don't want new teams coming in. They are happy with the status quo. Case in point, the previous decision to have only 10 teams in the world cup. Hell, India hasn't even let Bangladesh tour them.

The ONLY country that will really "spice up" world cricket is USA.  That's the prize plum,
pure and simple and ICC should be doing everything possible to bring this about rather
than wasting their time and money trying to sell the game to people living in mudhuts with no flush toilets. Wanna go to Uganda to play cricket or ATT Stadium Dallas?  :-[
