LOL ... home is where the family is and they seem to be well settled in Pup country down under so for the foreseeable future that is where home will be .....
but ah hope to come back and visit 'home' soon ... :

IMO ... definitely yes providing the oil and gas revenues are there.
In earlier years the low level of the indigenous population's education was a factor but with oil revenues, the government placed a high emphasis on educating locals with the view of taking over key roles and which they now occupy (hitherto just shadow positions mostly to Brits .. very pro British)
The rapid economic boom led to more than doubling the number of foreign workers from 1.8 million in 2001 to four million in 2007 when it peaked before it dropped to 3.8 million by 2010 and still dropping.
However, the current infrastructure still needs the foreign workforce for jobs which the locals at this stage are still not capable of doing or do not wish to do ....from the seriously skilled jobs but in particular the jobs they consider to be menial and below their standing.
