The worst monsoon floods in a decade to hit a remote northeastern Indian state have killed more than 80 people and forced around 2 million to leave their homes, officials said Monday.
Nearly half a million people are living in relief camps that have been set up across Assam state, Prime Minister Manmohan Singh told journalists in Gauhati, Assam's capital. The rest of the 2 million displaced are living in government buildings or in the open.

A multitude of things have them poor. i mean dirty ass cheap lick the mud hole dont have water or shelter poor.
Infastructure, the caste system, over population...the mentality of 'me me me' its a vicious circle.

a materialist always argues that the product of a system is explained by how it works.
there are poor because they way the system works enriches a few who have come to set up an economic process that enriches them alone.
end of story! see how the system works and the solution is apparent.
incidentally: over-population such as it is is a function of backwardness into which is applied even basic health advances, that improves chances of physical survival but does nothing to improve the material level of the people.
if the apparent solution is applied: taking the means of the process out of the hands of the few and applying them in the interest of the many...then the material level for all rises to higher levels and at great speed. so much that in a couple 3 generations for example, the opposite of population increase takes place.
higher material levels always produce that effect on populations so that in time the opposite problem arises: how to maintain even adequate replacement levels of population.
just ask Europe, Russia etc...where population is falling...one of the reasons for which being their high material level of development
