Well, that is a little bit of a tough one.  I am not exactly sure what is going on here, but it looks like some early workers who are being supervised in a rather dumpy looking workplace.  Maybe something like: "Pulling The Early Lever.  Workers introduced to level and pulley system in early Industrial Revolution."

Of course, I have no idea i the time and place are correct, but it might be a good guess.
