It kills many birds with a single shot – American major Noble which is developing Israel’s gas fields will hit the jackpot; Russia’s market share in Europe may get reduced; energy cooperation might fuel Turkish-Israeli rapprochement; and, may erode emergent Russian-Turkish energy ties. Thus, US President Donald Trump squeezed in a 25-minute conversation with President Recep Erdogan on the side lines of the G20 in Hamburg. State secretary Rex Tillerson quickly followed up with a visit to Turkey. By a happy coincidence, Israeli Energy Minister Yuval Steinitz also happened to be in Istanbul to attend the World Petroleum Congress, which Tillerson was addressing. It’s a small world, isn’t it?
The US and Israel are literally scrambling — because ‘Russians are coming’! Moscow is advancing at breakneck speed the construction of the Turkish Stream gas pipeline project connecting Russian fields with the Turkish and European markets. President Vladimir Putin and Turkey’s Recep Erdogan take personal interest to expedite the Turkish Stream project, which is expected to be operational in 2019. Israel and the US understand that they must act quickly. As for Turkey, it seeks to fulfil its dream to become an ‘energy hub’, which would enhance its regional standing and also bring in a lot of money as transit fee, apart from guaranteeing own energy security.
Indeed, the backdrop is absolutely enchanting for an outside observer — how economic diplomacy follows geopolitics like a shadow. All protagonists know that a Syrian settlement that is slowly but surely sailing into view is certain to impact energy politics. Syria is estimated to be sitting on vast reserves of oil and gas. The stabilization of Syria enables optimal evacuation of the oil and gas in Iraqi Kurdistan. Over and above, Syria could be a transit route for Iran’s gas to be sold to the European market. (Iran is reportedly constructing a port on Syria’s Mediterranean coast.)

Read here how brilliantly the French major Total has maneuvered to expand its output from the world’s largest gas fields, which Iran and Qatar share – a 9700 square-kilometre expanse in the Persian Gulf that is estimated to hold at least 43 trillion cubic metres of gas reserves. (Iran calls its portion South Pars, Qatar calls its side North Field.)
By the way, from the perspective of energy politics, there is an utterly fascinating twist to Qatar’s rift with Saudi Arabia and the UAE insofar as the current tensions have drawn Doha and Tehran closer together than before. If Qatar and Iran join hands, it could profoundly impact the energy market. That’s surely a spectre that haunts the US (and Russia). To a large extent, it explains why Tillerson has gone the extra league to appease Qatar and, conversely, why Russia and Saudi Arabia are forming a new energy cartel.
If the government pays attention to connecting these dots, there is much to be gained by tapping into the Iranian-Qatari gas reserves. Modi had promised during the 2014 poll campaign to give primacy to economic diplomacy. It becomes yet another unredeemed pledge.
