The Pentagon has proposed transferring the remaining 91 detainees

to their home countries or to US military or civilian prisons.

The prison costs $445m to run annually and closing it was an early promise from President Barack Obama.

He told reporters on Tuesday the prison undermines national security.

It is viewed as a stain on our broader record of upholding the highest standards of rule of law.''

not to pass the problem on to his successor.

If the Congress is against it, Obama cannot really do anything. Unless he defies them which I don't see happening. Plus, those terrorists can be quite dangerous and putting them in the soils of the US can be troublesome. I do understand though that the cost of them being in that prison is quite expensive. I guess they will have to find a way to lessen the costs of that prison's finances.
