This is like something that would see on a corny sitcom or something with the laugh track and the stereotypical chubby kid or something.  At least that is what my mind automatically went to when I read this.  I cannot say I am too surprised though, especially given that Florida is involved, and that is certainly saying something about the news these days.

Seems he has an obsession with this type of activity, his actions so far is indicating this is something he enjoys doing and might continue doing if he gets the chance to. I am wondering if it's just a fun thing for him. If he is serious about the profession why not try to get qualified?

This is quite a childish act, considering he's still young maybe that's why he's done it. But it also is invading the privacy of the people he interacted with. If he posed as a doctor, he might have given advices and diagnoses as well which can be quite dangerous for the patients. And he's done this for the second time around? Geez, let's hope there's not a third time around.
