The GDF should be used as an army corps of engineers. to build infrastructure

All that is all well and good.  BUT just like they give themselves a 50% increase before they even did anything, they are giving prospective soldiers a "good life" benefit package?  what of all the other workers, teachers, policemen, nurses, etc.  They don't deserve to have a good life when they retire too?
