He is the chairman and the founder of the Hong Kong Civic Association, which he founded in 1954.

He was first elected as a member of the Civic  Association to the Urban Council of Hong Kong on April 1, 1957

He was later appointed to the Legislative Council in 1973 and indirectly elected in 1985.

He was the first elected member to ever serve in the Legislative Council.
