Should it really count?

I mean, scoring double-hundreds against the minnows of ODI cricket like Zimbabwe, UAE, Scotland, Afghanistan and England is not that much of an achievement is it?

I'd say scoring a double hundred against anyone any time is an achievement, especially when he's had a long run of bad form. And Gayle was the first non-Indian player to score a double in an ODI as well as the first to score one outside of India.
