Crown Prince Philippe has been sworn in as the new Belgian king after the emotional abdication of his father Albert II.

The Oxford- and Stanford-educated, trained air force pilot took the oath as the country's seventh king in a ceremony in parliament.

To warm applause, King Philippe, 53, promised to uphold the constitution.

Belgium has a constitutional monarchy in which the king plays a largely ceremonial role.

One of the duties the monarch does have is trying to resolve constitutional crises.

In his final address before signing a legislative act to step down, 79-year-old King Albert said his country must remain a "source of inspiration" to Europe.

Rwanda's ministry of defense has confirmed the deliberate bombing today on Rwandan territory from a DRC area controlled by FARDC and Monusco.

"Two bombs landed at Kageshi and Gasiza cells, Busasamana sector, Rubavu District, Western Rwanda at 15h05," said military spokesman brig-gen Joseph Nzabamwita. "This was a provocative and deliberate act by FARDC and Monusco since there was no fighting nearby between the warring factions. Fighting between FARDC and M23 started on Sunday, and we have credible information that FDLR is currently embedded in FARDC."

There were no casualties from the bombings on Rwandan territory and Nzabamwita urged population to remain calm as the government engages the DRC government and Monusco to ask them to desist from any provocative acts on Rwandan soil.

Emile Griffith, the former world champion whose career was overshadowed by the fatal beating he gave Bennie Paret in a 1962 title bout, died Tuesday. He was 75.

He died at an extended care facility in Hempstead, N.Y, the International Boxing Hall of Fame said.

Griffith struggled with pugilistic dementia and required full-time care late in life. He was the first boxer from the U.S. Virgin Islands to become world champion and was inducted into the Hall of Fame in 1990.

Stocks finished narrowly mixed in lackluster trading Tuesday, but the Dow posted a fresh closing high, as investors weighed a handful of upbeat earnings against a weak regional factory report.
