Any proof that governments are behind terrorist attacks?

This could be considered a conspiracy, but you can't help but wonder if they are keeping terrorism alive for whatever reasons that they do, I'm talking about power over the people.

I think that it is very possible, and want to know if this has ever been the case in human history. Were there ever any governments exposed for being apart of the terrorism that was going on in their nation?
