The writer is comdemning the media for ignoring everything about these riots and focusing instead on the woman. By focussing on the woman they reinforce a very specific narrative:

1. blacks are undisciplined
2. rioting is due to undisciplined youths
3. rioting is bad
4. black violence is a result of lax black culture and lax parenting
5. the police are in the right
6. a good parent sides with the police/state/status quo in opposing black violence

The lower classes are always stereotyped by the ruling class, regardless of color...

...and the media assists by framing certain issues certain ways.

If that lady started dissing the police after she beat down her son, she wouldn't be on the news.
