which will open up the possibility of nations like Ireland and Afghanistan earning their way into

Test matches , at the same time placing the likes of Zimbabwe and Bangladesh on the precipice.

It will be introduced on the "no disadvantage" condition that none of the current ICC

Full Member nations would lose that status and its financial advantages.

The idea of dividing Test cricket up into two tiers has been debated for some time :

with various noted voices on the game expressing opinions on its merits.

ICC plans to delink from FTP, make it bilateral

The proposals seek to scrap the central FTP agreements between the ICC and its members

and replace it with bilateral agreements between member nations.

The draft of the proposals, made available to member nations following a special Board meeting

in January 9 in Dubai, seeks to :

detach the ICC from being involved in scheduling series between member nations.

"When detailing Test match promotion and relegation, the document states that relegation exceptions will apply to India, England, Australia"

what will happen in windies decided to drop out of the ICC test program and for the organized their own test program

According to the proposal, which enjoys the support of the cricket boards of :

Australia, England, South Africa and New Zealand,

the two-tier system would comprise seven teams in the top tier

and five in the bottom.

Afghanistan and Ireland, as the leading Associate teams, will join

the three regular Test playing nations in the bottom tier.
