George Payne, the MP for St Andrew, has suggested that Barbadians who are currently enrolled at the University of the West Indies (UWI) do not pay for their tuition come next year when fee-paying takes effect.

Describing the Financial Statement and Budgetary Proposals as “an assault on the middle class”, Payne said some students would be unable to pay the tuition fees and could therefore be forced to “give up their education” at the tertiary institution.

“These students have a right to sue the government if the government decides they must pay and they are not in a position to do so,” the Queen’s Counsel said.

“I must say to those students who are already at the University of the West Indies I am telling them do not pay one red cent. I think that the government should have gone about it a little differently . . .  what should have happened is that is should apply [only] to new students.” 

DENVER (AP) — A 5.3-magnitude earthquake has hit the Japanese prefecture that is home to the nuclear power plant crippled in the March 2011 earthquake and tsunami.

The U.S. Geological Survey says the quake struck early Friday at a depth of about 13 miles (22 kilometers) under Fukushima Prefecture and about 110 miles (177 kilometers) northeast of Tokyo.

The Pacific Tsunami Warning Center did not issue an alert.

The Japanese news agency Kyodo News reported that the plant's operator, Tokyo Electric Power Co., observed no abnormality in radiation or equipment after the quake
