The problem with the IRS and tax system overall is that taxes they are not used to pay for running the country; rather, they are used by politicians to reward friends and punish foes. The best way to prevent abuse is to simplify the tax system so it is easy for everyone to understand. That way the taxpayers won't need to live in fear of the IRS, they will know the rules by which they pay and are judged.
