I have not followed the course of that legislation?, executive order? save I may have heard obliquely that it was a watered down effort from Obama..far from what is essential... andsuch as it is... it is under attack by the repugs in congress

what is the significance of this..why is ketching up to the rest of the planet a great deed..something to be listed as a good Obama has done?
if that must be listed what then does it offset?
and if offset is necessary there is a bad list and it is awful indeed.
