answer: when the powers that be manipulate the voting machines to produce a tie that trends towards those in favour of the nasty PLAN!
they could not steal an outright victory. that would fly in the face of the truth on the ground too blatantly.
they used the media to create a story of how such a tie would be produced by twisting non-existent fact..then the voting machines to produce the exact result
