I am not sure Boyd Rankin is good enough to even get in the Irish team. Last I saw he was getting lit up by South Africa A on the Lions tour.
Morgan hasn't exactly been lighting the world on fire as of late either, averaging just 25.29 in 29 games since January 1, 2014. He has four ducks in his last five innings and two runs total.

Well England has the habit of talking players from other countries to make up their team since apparently England doesn't produce enough home grown talents. The icc should change it's rules regarding nationality when it comes to England since Ireland, Scotland and Wales all have separate cricket teams.
