I submit it was Pybus Financial stupidity on FUNDING that franchise system and retaining
a slew of Players that was the Basis of the Players 75% pay cut :

Ketchy ... Pybus is employed by the WICB. He is not the WICB CEO !!!
He can suggest and implement changes but these still have to be approved/ratified by the WI Board/Cameron.
