You are right. There shouldn't be any term to begin with. It should be just like soccer. There should be a top 20 ranking and in major tournaments the first 8 should automatically qualify while the rest should be put to a qualifying tournament for 4 spots not just 10.
Even this year's T20 should have been between 12 teams.
