In Guyana, the political reality is Indians vote predominantly for the PPP/C and Africans vote in a similar manner for APNU+AFC. The winnng party would then stock boards and government offices with its supporters. The British left Guyana with an unbiased Public Service but the likes of Burnham, Jagan and Jagdeo destroyed it through acts of blatant nepotism and favouritism. Your race and party affiliation trumped merit. We are now left with wholesale house cleaning when the government changes hands.
