that is OWNED by individual Governments
In light of all the bad feelings, they are reinforcing Governments support

Also if the grounds are owned by the government and the fans, the taxpayers, support the overthrow of the WICB then refuse and bring them to their knees.
Of course initially it will affect everyone but a scorched earth effect may be necessary to get to a solution.
