Take a huge loan from Canada, invest it in umm China where interest rates for bonds are 7-10% and simply get rich quicker than the rest.

Central Banks dont give Loans : only Commercial banks.
They are responsible for the monetary policy of a nation !!
currency stability, low inflation and full employment.
Central banks also issue currency of the country
