Well the Jamaicans may have just been selfish with the players they use. It seems they went for their own players because it was easier, or maybe for the kind of team they wanted to build the Jamaicans suited it better.

Jamaica and Trinidad have enough local players to make up their teams and therefore they don't really need any other Caribbean player. Jamaica may only have Jamaicans and non Caribbean players but I don't see anything wrong with it.
